       3 TB oil
       3 c  tomato sauce
   5 1/4 c  water
   2 1/2 ts salt
       3 TB chili powder
   1 1/2 ts sugar
     3/4 ts garlic
       3 ts oregano
 
 Preparation : 
 Brown oil and flour in large saucepan.  Add remaining ingredients
 and cook slowly over low heat for 45 minutes.
